Changing the Reply Title ID

Right now on the bottom of an article, it’ll say “Leave a Reply”
I’d like to change that to “Leave a comment”.
Where can I change this reply title ID?

The comments template on WordPress are in the file comments.php

I’m in the comments.php and can’t see where “Leave a Reply” or ‘ID=reply-title’ would be for me to change.

It is the default for the function http://codex.wordpress.org/Function_Reference/comment_form
On that page you can check the different ways in which you can customise the comments form.
