I was successfully able to update the Nice Framework, but when I try to update the Smart theme, it says, ‘Download Fail. Unauthorized’.
I checked the key in WordPress with my order and it is the same.
Please advise.

I’ve tried to update the theme on the “Support & Updates” pages and it was properly updated on the first attempt. Were you trying to update the theme on that page?

Question: When we’re ready to move this to production, is there documentation on the process? Do I have to deactivate on new.1099-etc.com and then add the production domain?

Well, that’s strange. It worked on the first attempt for me.
With regards to your question, you will have to change the site in which the license will be active.
You can go to your orders: https://nicethemeswp.com/dashboard/orders/ then click “view licenses” and then click “Manage Sites” to see where you have registered the license key. From that page, you can also unlink the license to the site you have already registered it. So, the idea will be to remove your staging site over there and then use the license to register your product in the production domain.
