I think your smart theme may have a few bugs.

Would you please tell me where is that you want to reduce the size of the page title area? The home page is not using the page title area. It’s using the builder and in the first row it has a slider, from slider revolution.

Once you tell me where is that you want to use and modify the page title I’d be able to help you.
