In the info boxes on the home page, if I hover over the images the infobox titles are displayed – “infobox-faq, infobox-forums, infobox-knowledgebase”.
&
If I hover over the link on each, the titles get listed as “Permanent link to…” each with it’s own.

Manually entering code/text into the editor doesn’t, and modifying the two locations it is found in “includes/functions.php”, does nothing.

Help please.

Thank you for writing.

That’s because when you hover the image, then the image title attribute is shown. If you hover the link, then the link title attribute is shown. That´s part of how the html for those sections is built. If you want to change the title of the images, then you need to edit the featured image details (title).
